UHR Recommends Pushing Sweden's Swedish-Language Citizenship Test to Autumn 2029
In its final report to the government, dated 30 September 2026, UHR concludes that the Swedish-language part of the citizenship test cannot be introduced by 1 October 2027, the date in its government assignment. It recommends autumn 2029 instead, with the speaking and writing parts no earlier than 2030. Migrationsverket responded the same day with a notice titled "Medborgarskapsprovet i svenska kan flyttas fram", which makes two points: nothing has been decided yet, and the requirement to know Swedish has not gone away. This article sets out what the report says, what it does not decide, and what it means for people applying now. It also covers three smaller items in the same documents: the end-of-October result date, the 2 000-kronor fee, and the scale of the first test. Everything is quoted from UHR, Migrationsverket and the Swedish Code of Statutes. This is general information, not legal advice.
What UHR recommends
The report is titled Redovisning av uppdrag att genomföra en förstudie i fråga om medborgarskapsprov. It is UHR's final report on its preparatory study, and it is dated 30 September 2026. The government has introduced the citizenship test in three steps. Step one is the civics test, first held on 15 August 2026. Step two is reading and listening comprehension in Swedish. Step three is speaking and writing in Swedish.
On step two, UHR's conclusion is direct:
"UHR:s samlade slutsats är att det inte finns förutsättningar att införa ett andra steg med prov i läs- och hörförståelse i svenska till den 1 oktober 2027."
UHR's overall conclusion is that the conditions are not in place to introduce the second step, the test in reading and listening comprehension in Swedish, by 1 October 2027. Its recommendation follows:
"Givet de snäva tidsramarna för såväl framtagande av prov som införskaffande av digital provplattform förordar UHR att steg två inleds hösten 2029."
Given the tight timeframes for both developing the test and procuring a digital test platform, UHR recommends that step two begins in autumn 2029. On step three, the report says introducing speaking and writing "bedöms vara möjligt tidigast 2030" (is judged possible in 2030 at the earliest).
UHR also proposes that the Swedish test be digital from the start, while the civics test stays on paper for now. UHR's aim is to run both parts on one shared digital platform eventually, but it says that date is "i nuläget svår att precisera", difficult to pin down at present.
How the date has moved
The official target for the Swedish-language test has changed several times in a year. Every row below comes from the UHR report, the government decision or the Migrationsverket notices cited in the sources.
| When | Source | Reading and listening test |
|---|---|---|
| 30 September 2025 | UHR interim report | Proposed for autumn 2028 |
| 5 February 2026 | Government's amended assignment | To be held no later than 1 October 2027 |
| 18 August 2026 | Migrationsverket | "tidigast under 2027" (2027 at the earliest) |
| 30 September 2026 | UHR final report | Recommended for autumn 2029 |
The speaking and writing parts had no date at all in the September 2025 proposal; the report described them as an "icke tidsatt tredje steg", an untimed third step. They now have a floor of 2030.
Why UHR says it cannot be done sooner
The report gives two reasons, and both sit partly outside UHR's control.
The test itself. Stockholm University is developing the Swedish test. According to the report, its timeline shows the reading and listening parts could be delivered "tidigast den 1 oktober 2028", on 1 October 2028 at the earliest. UHR asked whether this could be sped up. The answer was no: the university "står fast vid den tidigare bedömningen att det inte är möjligt att ta fram ett träffsäkert och rättssäkert prov i läs- och hörförståelse tidigare". It stands by its earlier view that an accurate and legally sound test cannot be produced sooner. UHR itself calls that timeline "mycket optimistisk", very optimistic. It also notes that it assumes no problems arise during development.
The platform. A digital test needs a digital test platform. UHR writes that it expects to have one in place "tidigast i slutet av år 2027", at the end of 2027 at the earliest. Both Stockholm University and the University of Gothenburg estimate they need about two years after that to produce digital tests on it. UHR plans to trial the platform during 2028.
UHR says it considered an earlier date and rejected it as "alltför känslig för oförutsedda händelser", too vulnerable to unforeseen events. It points to the problems in Skolverket's rollout of digital national tests as a warning against an overly tight schedule.
Nothing is decided yet
A UHR recommendation does not change the law or the timetable on its own. Migrationsverket's 30 September notice is explicit about who decides:
"Regeringen ska ta ställning till rekommendationen och besluta när det nya medborgarskapsprovet i svenska kan börja genomföras."
The government is to take a position on the recommendation and decide when the new citizenship test in Swedish can begin. As of 5 October 2026, we have found no published government decision on the new date.
The report also flags a legal knock-on effect. An amendment to the citizenship law, which enters into force no later than 1 October 2027, allows the Swedish requirement to be shown through a citizenship test. UHR notes that, according to the legislative history, that amendment presupposes the authorities can actually provide such a test. Its conclusion:
"Den kommande ändring av lagen kan därför komma att behöva justeras."
The coming change to the law may therefore need to be adjusted. Whether and how that happens is also for the government and the Riksdag.
The Swedish requirement stays
The most important sentence for applicants is in Migrationsverket's notice, not UHR's report. A later test does not mean the language requirement disappears:
"Det innebär inte att kravet på kunskaper i svenska tas bort. Om du omfattas av kravet, behöver du fortfarande visa att du har tillräckliga kunskaper i svenska."
If you are covered by the requirement, you still need to show that you have sufficient knowledge of Swedish. Migrationsverket's summary line is "Kravet på kunskaper i svenska finns kvar, men tills vidare kan du visa dina kunskaper på andra sätt": the requirement remains, but for now you can show your knowledge in other ways. The examples it lists are:
- a pass grade in Swedish or Swedish as a second language from year 9 of compulsory school, adapted compulsory school, or years 9–10 of special school;
- a grade in Swedish or Swedish as a second language from upper secondary school, adapted upper secondary school, or a folkhögskola;
- a grade in Swedish or Swedish as a second language from municipal adult education (komvux);
- a grade in the highest course of Swedish for immigrants (sfi);
- a grade in Swedish from compulsory or upper secondary school in another Nordic country;
- a result on Tisus, the test of the Swedish needed for university studies in Sweden.
It adds that a result from another Swedish test can also count if it shows "med hög grad av säkerhet" (with a high degree of certainty) that you have knowledge at a functional level. Who is covered by the requirement, and whether a given document is enough, is decided by Migrationsverket in each case. Our overview of the 2026 rules covers the wider framework.
UHR's report is frank about what a delay means for people without any of these routes. With the current rules, it writes, people may "även efter 1 oktober 2027 antingen måste vänta på att erhålla medborgarskap eller visa att de uppfyller kunskapskravet på annat sätt". Even after 1 October 2027, they may have to either wait for citizenship or show the requirement is met in another way. The report expects more demand for sfi course D assessments, and some extra pressure on Tisus, as a result.
The civics test continues, and grows in 2027
None of this changes the civics test. Migrationsverket says so in two sentences:
"Detta påverkar inte provet i samhällskunskap. Provet i samhällskunskap fortsätter att genomföras."
UHR's report adds some detail about the first test. It was held at Stockholmsmässan in Älvsjö with 875 test-takers, and UHR describes it as having taken place "utan incidenter", without incidents. Looking ahead, UHR writes that it "planerar att utöka delprovet i samhällskunskap under 2027 med fler provtagare och provplatser": it plans to expand the civics test during 2027 with more test-takers and more test locations. No 2027 test date has been published; UHR's question-and-answer page still says the next date will be announced on uhr.se "under hösten", during the autumn.
Results: now "the end of October"
When we covered the pass mark being set after the test, UHR's results line said only "October". Its question-and-answer page now reads:
"Resultatet publiceras i slutet av oktober. Information om vilket datum resultatet publiceras kommer."
The result is published at the end of October, and the exact date is still to come. The report is consistent with this. It says the University of Gothenburg is currently analysing and standard-setting the answers, and that "Slutgiltigt beslut och resultat beräknas kunna fastställas i andra halvan av oktober": the final decision and results are expected to be set in the second half of October. Results appear on your UHR account and are reported automatically to Migrationsverket.
UHR's page now also answers what happens after a fail: "Om du får ett underkänt resultat kan du få möjlighet att visa kunskaper på nytt. Kontakta Migrationsverket för att få information om vad som gäller för dig." If you fail, you may get the opportunity to show your knowledge again; Migrationsverket can tell you what applies to you.
The fee is 2 000 kronor from 2027
UHR's own pages still say "Information om anmälningsavgift kommer". The fee is already set in law, though. The report cites it, and section 6 of förordningen (2026:451) om medborgarskapsprov reads:
"Den som ska delta i ett medborgarskapsprov ska betala en avgift till Universitets- och högskolerådet om 2 000 kronor."
Anyone taking a citizenship test must pay UHR a fee of 2 000 kronor. The transitional provisions state that section 6 applies "för första gången i fråga om medborgarskapsprov som genomförs 2027", so no fee applied to the August 2026 test. The fee does not apply to a person who is stateless and has been granted refugee status or a travel document by a Swedish authority. UHR's report says it needs to know in good time how the fee will apply to someone who takes more than one part of the test.
