The Pass Mark Does Not Exist Yet: Sweden's First Citizenship Test Was an Utprövningsprov

The first medborgarskapsprovet was held on 15 August 2026, and everyone who sat it is now waiting for a result in October. A natural instinct while waiting is to reconstruct the questions, count the answers, and work out whether the paper was good enough. That exercise cannot succeed — and not because the standard is secret. According to UHR, the threshold for a pass had not been set when the test was taken, and will be decided afterwards. The reason is a single technical word on UHR's own question-and-answer page: utprövningsprov. This article explains what UHR says that word means, what follows from it for the people waiting, and what is and is not known about the next test date — quoting UHR and Migrationsverket verbatim throughout. What UHR actually says

On its frågor och svar page for the medborgarskapsprovet, UHR describes the August test as an utprövningsprov and states the consequence in one sentence:

"Att det är ett utprövningsprov betyder bland annat att det är första gången som provfrågorna används i en verklig provsituation och därmed sätts gränsen för godkänt resultat på provet i efterhand, alltså efter att provet har genomförts."

In English: that it is an utprövningsprov means, among other things, that it is the first time the test questions are used in a real test situation, and that the threshold for a passing result on the test is therefore set in retrospect — that is, after the test has been held.

Two separate claims sit inside that sentence, and it is worth separating them.

The first is about the questions: 15 August was the first occasion on which these items were put in front of real candidates under real conditions. Until that happened, nobody had data on how the questions behave — which ones nearly everyone answers correctly, which ones almost nobody does, which ones turn out to be ambiguous once several thousand people read them under time pressure.

The second is about the threshold: because that data did not exist beforehand, the pass mark was not fixed beforehand either. It is determined after the fact, on the basis of how the test actually performed.

Why this matters more than it sounds

It is easy to read "gränsen sätts i efterhand" as an administrative detail. It has one very concrete consequence for anyone who sat the test: there is no number to aim at, and there was none on the day.

A candidate cannot take a reconstructed answer key, count 41 correct out of 60, and compare that against a published requirement — because no such published requirement exists. UHR has not stated a raw-score cut-off, a percentage, or a grade boundary, and on its own account it could not have done so in advance of the test being sat. Any figure circulating in study groups or on social media as "the pass mark" is not from UHR.

This also means the honest answer to "did I pass?" is that nobody knows yet, including people who remember their answers perfectly. That is an uncomfortable position to be in for two months, but it is the position UHR has described.

Setting a boundary after a test has been administered, rather than before, is a normal and well-established practice in standardised assessment generally — it is how a first live administration of a new instrument is usually handled. UHR has not published its methodology for the medborgarskapsprovet, and this article does not attribute any particular method to it. The only claim made here is the one UHR makes: the threshold is set afterwards.

The result date: October, but not yet a day

UHR is precise about the month and explicit that the day is still open:

"Resultatet publiceras i oktober. Information om vilket datum resultatet publiceras kommer."

The result is published in October. Information about which date the result is published is still to come.

That second sentence is worth keeping in mind, because "October" has been repeated widely without it. As of today there is no published date, and UHR is saying openly that the date itself is a piece of information it has yet to release. Anyone planning around a specific October day is planning around something no authority has stated.

The October result matters well beyond the candidates themselves, because it is the constraint currently holding up decisions at Migrationsverket. As the agency put it in its 18 August news item:

"Medborgarskapsansökningar där Migrationsverket inväntar resultat på medborgarskapsprov kan inte avgöras just nu."

Registration is closed, and the next date is unannounced

For anyone who did not sit the August test, the current position at UHR is unambiguous:

"Anmälan till medborgarskapsprovet är stängd och det går inte att anmäla sig till provet."

Registration for the citizenship test is closed and it is not possible to register for the test.

On when that changes, UHR commits to a season rather than a date, on both of its pages. The om medborgarskapsprovet page says simply "Information om nästa provtillfälle i samhällskunskap kommer" — information about the next test occasion in civics is coming. The question-and-answer page is slightly more specific about where and when to expect it:

"Information om när nästa provtillfälle är kommer att meddelas på uhr.se under hösten."

Information about when the next test occasion is will be announced on uhr.se during the autumn.

So: the announcement is expected during the autumn, on UHR's own site. The test date being announced is a separate thing from the announcement, and neither has a date attached yet. The registration fee is in the same position — UHR's page states "Information om anmälningsavgift kommer", information about the registration fee is coming.

You may not need the test at all

One line on UHR's question-and-answer page is easy to miss and worth reading carefully before waiting for a test date:

"Tänk på att du kan uppfylla kravet på grundläggande kunskaper om det svenska samhället på annat sätt och då behöver du inte anmäla dig till provet."

Bear in mind that you can meet the requirement for basic knowledge about Swedish society in another way, in which case you do not need to register for the test.

UHR administers the test; it does not assess citizenship applications. Whether an individual meets the knowledge requirement by some route other than the test is a question for Migrationsverket, which decides the application, and it depends on the specific case. The point worth taking from UHR's sentence is narrower but still useful: sitting the test is not automatically the only path, and it is worth establishing which requirements your own case actually turns on before organising your autumn around a test date that has not been published.

The language test remains the vaguer half

The knowledge requirement has two components, and only one of them has been administered. On the second, UHR's page says only:

"Prov i svenska kommer att införas vid senare tillfälle."

The test in Swedish will be introduced at a later date. No year is given.

Migrationsverket is more specific in its 18 August news item, and its formulation is the firmest official statement currently available:

"provet i svenska tidigast kommer kunna genomföras under 2027"

The test in Swedish can at the earliest be held during 2027. That is a floor, not a schedule — it says the language test cannot happen before 2027, not that it will happen in 2027.

What is actually known today

Stripped to what the two authorities have published, the position on 28 August 2026 is:

  • The pass mark is not yet set. UHR: the threshold is set i efterhand, after the test has been held.
  • Results come in October, on a date UHR has not yet announced.
  • Registration is closed and cannot currently be done.
  • The next test date will be announced on uhr.se during the autumn — the announcement, not necessarily the test, falls in the autumn.
  • The registration fee is not yet published.
  • The language test is no earlier than 2027, per Migrationsverket; UHR gives no year.
  • The test format is unchanged from what UHR has published: "Provet är på svenska, skrivs på papper och består av flervalsfrågor där ett svar är rätt." The test is in Swedish, written on paper, and consists of multiple-choice questions where one answer is correct.

Everything else being discussed — a specific pass percentage, a specific October day, a specific next test date, a fee — is not currently published by either authority. Where you see one of those figures stated confidently, it is worth asking which UHR or Migrationsverket page it came from.
