What is the medborgarskapstest?

The medborgarskapstest is Sweden's new citizenship knowledge exam — a civics test that adult applicants for Swedish citizenship must pass under the 2026 citizenship law reform. The official Swedish name is medborgarskapsprovet; you will also see it written as medborgarskapstest. In English it is most often called the Swedish citizenship test or the Swedish civics test. All of these names refer to the same exam.

Crucially, the medborgarskapstest is a knowledge test about Swedish society (samhällskunskap) — not a language test. Its focus is on understanding how Sweden works and the context behind its institutions, rather than memorising exact dates or statute numbers.

The test is administered by UHR (Universitets- och högskolerådet, the Swedish Council for Higher Education). Migrationsverket decides who must register and instructs applicants when it is their turn. When is the medborgarskapstest?

The first medborgarskapstest sitting is on 15 August 2026, in Stockholm. UHR describes this first sitting as a pilot — the first real use of the live question bank. Until that day, no one will have sat a real medborgarskapstest, so everyone preparing now is preparing for a brand-new exam.

Registration for the August 2026 pilot opens in early June 2026, and only invited applicants may register (more on that below). The 7 knowledge areas the test covers

The medborgarskapstest covers seven knowledge areas within civics (samhällskunskap), all drawn from the official Sverige i fokus study material. UHR has not yet published the exact wording or the precise breakdown of each area, so the descriptions below are a general guide to the kinds of civics topics covered, not an official list:

  • Law, justice and rights — the legal system and how it works in everyday life.
  • Human rights and equality — fundamental rights, gender equality, children's rights and anti-discrimination.
  • Society and the welfare model — how the Swedish welfare system is funded and shared between the state, regions and municipalities.
  • Work and personal finance — how the labour market works and the basics of personal finance in Sweden.
  • Sweden in the world and its history — Sweden's modern history and its place in Nordic, European and global cooperation.
  • Everyday life, media and traditions — the role of free media and source criticism, plus Swedish traditions and holidays.

Who has to take the medborgarskapstest?

From 6 June 2026, when the new citizenship law took effect, demonstrating knowledge of Swedish society became a condition for Swedish citizenship for adult applicants. In practice, Migrationsverket decides who must register and invites applicants when their case is ready.

For the August 2026 pilot specifically, registration is open only to people who have received a letter from Migrationsverket. Without that invitation letter, you cannot register for the pilot sitting. Registration opens in early June 2026.

The new law provides for exemptions from the knowledge requirements for people who, due to a disability or other personal circumstances, are unable to meet them. Civics test vs. language test

It is important not to confuse two different requirements. The medborgarskapstest is the civics knowledge test launching 15 August 2026. A separate Swedish language test is also part of the reform, but it is a different exam.

The proposed language test is planned to take effect on 1 October 2027 (or earlier, as decided by the Government). The civics test and the language test are two separate tests, on two separate timelines. When people talk about the "medborgarskapstest" in 2026, they mean the civics knowledge exam, not the language test. Alongside the two tests, the law that took effect on 6 June 2026 introduced further requirements for adult applicants, including a longer residence period (generally eight years), an income requirement, and a conduct ("honourable way of life") requirement. The medborgarskapstest is just one piece of this larger reform.
