Sweden's Swedish-Language Citizenship Test: The Latest Timeline

Sweden's citizenship test has two parts: a test on Swedish society (starting 15 August 2026) and a separate Swedish-language test. In February 2026 the government adjusted UHR's assignment for the language test — it is now to be ready by 1 October 2027 at the latest, or an earlier date set by the government. Here is what changed and why.

Two tests, two timelines

It's easy to lump "the citizenship test" into one thing, but Sweden's reform actually creates two separate tests:

  • The society knowledge test — covering basic knowledge of Swedish society. This starts on 15 August 2026.
  • The Swedish-language test — covering reading and listening comprehension in Swedish. This comes later.

This article is about the second one — the language test — and a specific change the government made to its timeline in early 2026.

What changed in February 2026

In February 2026, the government adjusted UHR's assignment (uppdraget) for the Swedish-language test. The key outcome: the reading and listening comprehension test is to be ready by 1 October 2027 at the latest — or an earlier date if the government decides.

This aligns with the legislation: the Riksdag's reform specified that the language-comprehension requirement comes into force on 1 October 2027, or an earlier date decided by the government.

Why the extra time

The reason for giving the test more development time was practical, not political. The universities tasked with building the test — Stockholm University in particular — reported that they needed additional time to develop a high-quality test. UHR works with university partners, including Stockholm University and the University of Gothenburg, to build it.

Education Minister Lotta Edholm emphasised that the universities' experience and competence are important for developing the citizenship test well — the logic being that a rushed language test would be a worse test.

What the language test will cover

What is confirmed is that the language test concerns reading and listening comprehension in Swedish at a functional level. What is not yet pinned down publicly:

  • The exact proficiency level (the February 2026 announcement did not specify a CEFR level such as A2 or B1).
  • The detailed format of the language test.
  • Whether the government will set an earlier date than 1 October 2027.
