Denmark vs Sweden Citizenship 2026: A Side-by-Side Comparison
Denmark has long been seen as having one of Europe's strictest citizenship regimes: 9 years of residency, a Danish language exam, and a citizenship test with an 80% pass mark. Sweden's 2026 reform brought it closer to Denmark's level but still keeps the residency at 8 years and adds new tests. This is a fact-checked comparison. Residency Time
🇩🇰 Denmark
Denmark's general rule: 9 years of continuous residence. Reduced tracks: 8 years for recognised refugees, persons equated with refugees, and stateless persons; 2 years for Nordic citizens. Spouses of Danish citizens have specific reductions depending on years of marriage and Danish citizenship of the partner.
🇸🇪 Sweden (from 6 June 2026)
General: 8 years. Refugees: 7 years. Spouses: 7 years (with 5+5 cohabitation). Stateless: 5 years. Nordic citizens: 2 years. See our 8-year residency article.
Bottom line: Denmark's general residency rule is one year longer than Sweden's. Refugees see the largest gap: 8 years in Denmark vs 7 in Sweden.
Language Requirements
🇩🇰 Denmark — Dansk 3
Denmark requires Dansk 3 — the third (highest) level of the public Danish-language training programmes for adult migrants. Alternative tests listed in Appendix 3a to the Naturalisation Circular are also accepted. The Dansk 3 exam covers reading, writing, listening, and speaking — all in Danish.
🇸🇪 Sweden
From 6 June 2026: CEFR B1 reading and listening, A2 writing and speaking. The actual test launches October 2027 at the earliest. Until then, alternative paths accepted: SFI, 9th-grade Swedish, Tisus, Swedish-language university degree. See our language test article.
Bottom line: Denmark's Dansk 3 is widely considered roughly equivalent to CEFR B1–B2. Sweden's split B1/A2 requirement is in similar territory but more flexible — particularly the A2 writing/speaking is lower than Denmark's effective requirement.
Civics Tests
🇩🇰 Denmark — Indfødsretsprøven
Denmark's citizenship test is the Indfødsretsprøven af 2021. Format:
- 45 multiple-choice questions.
- 35 from the official learning material, 5 on current events, 5 on Danish values.
- Pass mark: 36/45 (80%) AND at least 4 of 5 values questions correct.
- Conducted in Danish only.
This is one of the strictest pass marks among comparable European citizenship tests.
🇸🇪 Sweden — medborgarskapsprovet
First sitting on August 15, 2026. Administered by UHR. Exact question count, pass mark, and the official list of test languages are still being published by UHR. See our August 15 article.
Bottom line: Denmark's civics test is stricter on pass mark (80% required, in Danish only). Sweden's pass mark and official test languages are pending publication by UHR.
Dual Citizenship
🇩🇰 Denmark
Denmark allowed dual citizenship from 1 September 2015. Before this date, naturalising as Danish typically required giving up your prior citizenship. Existing Danish citizens who had lost citizenship by acquiring another could re-apply to regain it under the 2015 reform.
🇸🇪 Sweden
Sweden allowed dual citizenship from 1 July 2001 — 14 years before Denmark. See our dual citizenship article.
Bottom line: Both allow it now. Sweden has the longer continuous history. For both, check whether your country of origin permits dual citizenship.
Income / Self-Sufficiency
🇩🇰 Denmark
Denmark requires self-sufficiency. The applicant must not have received specific kinds of social benefits in the look-back period, and must be self-supporting (or jointly self-supporting with a spouse). The exact thresholds and benefit categories are set in the Naturalisation Circular and updated periodically.
🇸🇪 Sweden
From 6 June 2026: 3 income base amounts per year for 3 years — about SEK 250,200/year or SEK 20,850/month in 2026 numbers. Maximum 6 months income support in the past 3 years. See our income requirement article.
Bottom line: Both rules emphasise self-sufficiency. Denmark's is more discretionary case-by-case; Sweden's is more rule-based with specific thresholds.
Conduct / Criminal Record
Denmark applies waiting periods after criminal convictions. The Naturalisation Circular sets out specific categories and karenstid-equivalent waits. Some serious convictions result in permanent disqualification.
Sweden's 2026 reform extends the maximum karenstid from 10 to 17 years and adds behavior-abroad consideration — see our good conduct article. Both countries take criminal record seriously and the differences are in the specific tables and timeframes.
When to Choose Which
- If you live in Denmark already, the Danish process is the natural path. The 9-year requirement is fixed; you can't shorten it by moving to Sweden.
- If your Danish is weaker than your Swedish, Sweden may be a more accessible option — Denmark's Indfødsretsprøven is in Danish only, and Sweden's civics test specifications (including the official list of test languages) have not yet been published by UHR.
- If you're already a Swedish citizen and considering Danish, the 2-year Nordic track means relatively fast access — subject to Dansk 3 and Indfødsretsprøven.
- If you're a refugee, Sweden's 7-year track is 1 year shorter than Denmark's 8-year track for refugees.
- If your priority is the lowest barrier overall, Sweden's reform tightened things but is still less strict than Denmark's framework on the language and civics tests.
