# Sweden's Tighter Identity Checks for Citizenship: In-Person Visits & Document Vetting

If you've applied for Swedish citizenship recently, you may be asked to**show up in person** for an identity check — and your documents will be scrutinised more closely than before. Since **1 April 2025**, Migrationsverket has run a tougher security process on citizenship cases. Here's exactly what changed, why, and what it means for you.

## What changed — and when

This is a**2025** reform, not part of the better-known 6 June 2026 rule changes. In **January 2025**, the government tasked Migrationsverket with strengthening the security perspective of its citizenship work. The agency announced the measures on **21 March 2025**, and the new in-person identity check took effect from **1 April 2025**.

In its own words, Migrationsverket said it was "taking further measures to increase the security of its examination of citizenship cases." The goal, the agency states, is to prevent "people who pose a security risk or who are living in Sweden under a false identity from being granted citizenship."

**Two different reforms — don't mix them up.** The *identity and document checks* in this article are from **2025**. The separate *new citizenship law* — 8-year residency, the income requirement, and the civics/language tests — takes effect **6 June 2026**. See our [2026 rules breakdown](/en/blog/whats-new-2026/) for that track.

## 1. You generally have to appear in person

The headline change: Migrationsverket states that "the general rule will be that applicants for citizenship must appear in person at the Swedish Migration Agency." You visit the agency so it can verify your identity directly.

There is a limited exception: "Exceptions will be possible for people of certain nationalities with biometric passports." But for most applicants, an in-person identity check is now part of the process. The agency invites you when it's your turn — you don't book it at the start.

## 2. Documents are checked more strictly

Identity documents now face closer scrutiny. Migrationsverket states that "non-biometric passports and identity cards must be further checked by certified document examiners or document experts." In other words, if your passport or ID doesn't carry a biometric chip, expect it to be examined by a specialist rather than just accepted at face value.

The reason is explicit: according to the agency, "the prevalence of manipulated documents has increased, which entails an increased risk of various types of security threats." (Note the agency's term is "manipulated documents.")

## 3. You answer more questions

The application itself asks for more. Migrationsverket states that "all applicants for citizenship will also have to provide more information when they apply" — meaning "additional questions in the application forms about identity documents, travel, family, work and studies, among other things."

Practical takeaway: have accurate details ready about your travel history, family, employment, and studies, and make sure they're consistent with your documents.

## 4. Every case is checked by the Security Service

This is one many applicants don't realise: Migrationsverket states plainly that "all cases are also checked by the Swedish Security Service" (Säkerhetspolisen, or Säpo). Citizenship data is also checked against other authorities, including the Swedish Police. This is a standard part of the security-strengthened process, not a sign that your individual case is under suspicion.

## What this means for you, practically

1. **Expect an in-person visit** unless you hold a biometric passport from one of the exempt nationalities. Watch your post and your **Mina sidor** messages so you don't miss an identity-check invitation.
2. **Get your identity documents in order.** A valid passport — ideally a biometric one — makes the document check smoother. Non-biometric documents go to specialist examiners.
3. **Be accurate and consistent.** The expanded questions about travel, family, work and studies should match your documents; inconsistencies cause delays.
4. **Don't confuse this with the 2026 law.** These checks are about *identity and security*. The residence-time, income, and test requirements are a separate change from 6 June 2026.
5. **Be patient.** The identity check is one step; overall citizenship waiting times remain long. See our guide on the [citizenship backlog](/en/blog/citizenship-backlog-2026/).

**Preparing for what comes after the checks?** Once the 2026 law applies, citizenship also requires passing the Swedish society (civics) test. The **Swedish Citizenship Test** app has 180+ lessons in 13 languages, 2,000+ practice questions, and full mock exams, built on *Sverige i fokus*, the official source material. ## Frequently asked questions

### Do I have to appear in person for a Swedish citizenship application?

In most cases, yes. Since 1 April 2025, the general rule is that citizenship applicants must appear in person at Migrationsverket for an identity check. Exceptions are possible for people of certain nationalities who hold biometric passports.

### Why did Migrationsverket tighten identity checks?

Migrationsverket states that the prevalence of manipulated documents has increased, raising the risk of security threats. The stated purpose is to prevent people who pose a security risk, or who are living in Sweden under a false identity, from being granted citizenship. The agency was tasked by the government in January 2025 to strengthen the security perspective of its citizenship work.

### Does the Swedish Security Service check citizenship applications?

Yes. Migrationsverket states that all citizenship cases are also checked by the Swedish Security Service (Säkerhetspolisen).

### What documents do I need now?

You must be able to prove your identity with identity documents and confirm it in person. Non-biometric passports and identity cards must be further checked by certified document examiners or document experts. Applicants also answer additional questions about identity documents, travel, family, work and studies.

### Is this the same as the new 2026 citizenship law?

No. The identity and document measures are a 2025 reform (announced 21 March 2025, in force from 1 April 2025). The separate new citizenship law — longer residence, income requirement, and the civics/language tests — takes effect 6 June 2026. They are two different changes.

### How long does the in-person check add to my case?

Migrationsverket sends an invitation when it's time for your identity check. The check itself is one step in the process; it does not replace the overall assessment, and citizenship waiting times remain long. Watch your post and your Mina sidor messages so you don't miss an appointment invitation.
